Ooh, er, hmm... I think I tend to put 'British' on forms. But if asked about my family background, I tend to say English and Welsh, because my mother's side are mostly Welsh, and I'm pretty proud of that. I side with the Welsh when it comes to Edward Longshanks. :)
I think that being English tends to be a thing even the English are a little embarrassed about. It's just not got a cool reputation. British is cool (in some ways), but not English.
